Set a callback for objects that have none of their own.
Applies to every RtMidi object, including errors raised during construction, which a per-object callback cannot see. An object's own callback takes precedence. Unlike an object's own callback, this one does not stop fatal errors: after it returns, anything other than a WARNING or DEBUG_WARNING is still thrown as an RtMidiError. Not synchronized: set it once before creating any RtMidi object.
